Committee Withdraws Oklahoma Sports Betting Bill

The Oklahoma Senate-approved sports betting bill, known as the “Thunder Bill,” has hit a roadblock after being withdrawn from a House subcommittee. The bill, introduced by Sen. Bill Coleman, allows for the legalization of online and in-person sports betting in the state. However, its removal from the subcommittee without discussion does not bode well for its chances of progressing to a full House vote.

The delay in discussion on the bill highlights the challenges of passing any sports betting legislation in Oklahoma. There is a disagreement between Oklahoma tribes, lawmakers, and Governor Kevin Stitt on the best approach for legalized sports betting. While tribes and lawmakers advocate for tribal exclusivity, the governor prefers an open market system.

The “Thunder Bill” is the sole legislation introduced this session that allows for an outside license holder, granting the Oklahoma City Thunder the opportunity to obtain a sports betting license. It sets the state tax rate at 10% of net sportsbook revenues, with the potential to generate an additional $20 million annually for the state.

Governor Stitt has voiced opposition to the bill and other approved sports betting legislation, criticizing them for favoring tribes too heavily. He has pledged to veto any bills that grant sports betting exclusivity to tribes. Meanwhile, two other sports betting bills, authored by Rep. Ken Luttrell, have been approved in the Oklahoma House of Representatives and are currently awaiting discussion in the Senate committee.
