The Dutch military intelligence agency, MIVD, has reported an increase in hybrid attacks by Russia aimed at undermining European societies, including the Netherlands. The agency warned that the Russian threat is growing, even after the conflict in Ukraine. These attacks involve a combination of traditional espionage, cyberattacks, and attempts to influence and disrupt society.
The MIVD detected Russian hackers targeting the digital operating system of a Dutch public service and conducting cyberoperations against critical infrastructure, potentially for sabotage. The agency highlighted the potential risks posed by Russian entities mapping infrastructure in the North Sea for espionage and carrying out acts of sabotage against internet cables, water, and energy supplies.
These hybrid threats are part of a gray zone between war and peace, where state actors like Russia are increasingly willing to take risks to undermine Western societies. The MIVD’s findings echo similar concerns raised by British intelligence officials about Russia’s reckless campaign of sabotage in Europe.
Moscow has denied responsibility for these incidents and dismissed accusations against it as baseless and unproven. However, the MIVD’s report underscores the growing concerns among European allies about the evolving threat posed by Russian hybrid attacks.
