Oklahoma Superintendent Ryan Walters Recruits Political Strategists for State Department Payroll

Press Release: Controversy Surrounds Oklahoma Superintendent’s Political Hires

In a development that raises questions about the use of public funds, Oklahoma Superintendent of Public Instruction Ryan Walters has assembled a team of political strategists on the state payroll, prompting speculation about his potential gubernatorial ambitions in 2026. Notable hires include Matt Mohler, a political strategist from Florida, and Chad Gallagher, a veteran advisor to former Arkansas Governor Mike Huckabee.

Mohler, who previously managed special projects at Florida Power & Light and served as a senior strategist at a prominent Florida consulting firm, now holds the chief of staff position at the Department of Education. Gallagher, also a seasoned political consultant, has connections to crisis management and public relations, famously managing communications for the Duggar family amid scandal.

Critics, including Rep. Cyndi Munson, raise alarms over salaries and the primary qualifications of these hires. With top salaries reported at $130,000 for chief policy advisor Matt Langston and $96,000 for Gallagher, doubts linger about their dedication to educational improvement versus campaign management. Langston, who previously managed Walters’ campaign, stands at the center of scrutiny; a request was made to investigate him for possible ghost employment—an allegation he has not addressed.

Walters, midway through his four-year term, continues to operate an active campaign despite state ethics concerns. His staff changes coincide with the departure of key personnel from the agency, including the director of communications. The Oklahoma Ethics Commission has previously recorded minimal payments to Langston’s firm post-election, but the firm remains involved in campaign communications.

As this unfolding story continues, advocates for educational integrity are calling for transparency and accountability in how public resources are allocated.
